Since 1990 Andrey has been working in the tax sector, in the state financial and tax authorities and leading consulting companies. He has state awards: The Medal “The RoK Parliament 10 years” and the Medal “The RoK Railroad 100 years”.
In 1996 He was assigned with a class ranking – Class II Advisor of the Tax Service. Andrey was a member of a standing working group of the RoK Government focused on the contracting in the subsurface use sphere, while he was in charge of the work of the Tax Due Diligence Department for Projects of the Ministry of Finances of the RoK.
From February 2004 to February 2006 Andrey was a Deputy Chairman of the Tax Committee of the Ministry of Finance of the RoK.
He has experience working in an international company from the Big Four.
Andrey takes an active part in drafting the laws of the RoK in the sphere of taxes, subsurface use and other branches of the law as well. Andrey has author publications in journals such as “Mineral Resources of Kazakhstan”, “Oil & Gas”, “KIT”, “Taxes – Business – Audit”, etc. Participates as an organizer and lecturer in seminars and in Round tables discussions.
