The draft law provides for 1 January 2014 as the date of introduction of new rates. The tax rate for automobiles with engine capacity of 4 to 5 th. cubic centimeter will be 130 MCI  and for automobiles with engine capacity of  5 th – up to 200 MCY. 

Previously presented proposal of the government to increase tax on automobiles with the volume of 3 l. has been a subject of disputes and critics in mass media and social networks. Nur Otan, a parliament faction held a meeting on 4 October. Y. Dossayev, the ministry of economy and budget planning was invited to take participation in this meeting. 

  1.  Why does the government version of the law not include tax increase for expensive cars? We support the tax rate revision for transport vehicles with engine capacity of 3th -4 th. cubic cm and would like to propose:  to increase a tax rate up to 130 MCI for automobiles with engine capacity of 4 th.-5 th. cubic cm,  and to increase a tax rate up to 200 MCI for automobiles with engine capacity of more than5 th. cubic cm. In order to protect interests of ordinary people of our country, owners of automobiles which are not expensive and those who have second hand automobiles, we propose to applay all the new rates to automobiles bought on or after 1 January 2014. That is the automobiles previously bought should not be subject to the new rates,” N. Nigmatullin said. 

The data presented by the Association of Kazakhstan Automobile Business states that Kazakhstan people prefer small automobiles. According to information for the first six months of 2013, the first line is taken by B class, which was increased by 85,4% compared to the first six months of the previous year. The second place was taken by C class.   Here the main part of automobiles sold is presented by DaewooNexia. The sales growth is also observed in A Class: From the beginning of the year automobiles have been sold 3 times more compared to the same period of the previous year (2042 automobiles against 629).   70% of the success of this class sale is presented by Daewoo Matiz. We can also observe sales grown in E class, where 70% of sales is presented by Toyota Camry.  D class (Largercars) can be considered as outsider. Here the sales were decreased by 4 %. 

In off – road vehicle segments compact SUV sales have been increased by 2,3 times compared to the first six months of the previous year, based on results of the first six months of the year.
