The Current State of a Quality Management System Implementation at the Kazakhstani Enterprises of a Metal Mining Industry
One of the main treasures of Kazakhstan is its mineral resources. By the estimate of the scientists of the leading countries all over the world, Kazakhstan is taking the sixth place worldwide within reserves of natural resources, although yet it cannot use this advantage with more effect for itself. By the estimate of some scientists, proved subsurface of Kazakhstan is estimated at about U.S. 10 trillion dollars.
Abroad analysts highly appraise the potential of a mining and smelting industry of Kazakhstan and predict its dynamic development in the coming 5 years. Foreign investors are looking at the prospects for cooperation with the Republic in the sphere of production and subsequent ore processing and, major interest is focused on production and processing of nonferrous metals.
The perspectives of the quality management for the mining industry of Kazakhstan, as in the other countries of CIS, in many ways depend on interrelation of a science and production, with the purpose of transition of the latest to effective technologies.
In accordance with the Strategy for Industrial-Innovative Development of Kazakhstan till 2015, it was acknowledged as important to continue the work by the Ministry of Industry and Trade of the Republic of Kazakhstan jointly with the field Research Institutes on the creation of the quality management for the mining industry in the metallurgical cluster of the RoK.
As of today, the State fund of technical regulations and standards contains over 56 342 regulatory documents on standardization, which consist of state, international, national and regional standards. The main task of application of the technical regulation tools in the industrialization processes and of competitive growth of domestic products is creation of conditions for production of goods that would comply with the world standards ofthe quality management system implementation and technological re-equipment.
The main components of the quality management concept at the Kazakhstani enterprises in modern times are the following elements: procedural sequence of the quality management system implementation, business process model, methodological support of effectiveness assessment and processes efficiency and their intercommunicative interaction at the processing enterprise.
First of all, the quality management system is a system, which can be characterized by such features as definite designation, inherent structure, availability of certain elements and, their interrelation of course. The designation of the quality management system is in ensurance of a product quality, being produced by an enterprise. At the present time, there is no need to check each unit of an output. For quality control, it is enough to configure the system in such way, so that smooth and error-free performance of equipment and operating personnel could be both ensured. Because in fact, the reasons for low quality of a product or of a service rendered are wrong actions on the part of a plant management and employees. For the avoidance of those consequences, it is enough to draw out instructions, which will allow achieving high quality of products or services, and follow them.
Creation of competitive productions, extension of nomenclature and increase of a product share of an advanced processing with high value added, involvement of a small and medium business will allow noticeably to quality management indicators to grow.
Within that, it is planned:
1. Modernization of existing field enterprises, to decrease resource and energy output, and implementation of modern managerial technologies, for the purpose of increase in labour productivity.
2. Development of innovations on extraction technologies and complex processing of raw materials, development of new product types and active involvement of a scientific and technical potential of the field into innovative processes.
3. Ensurance of the field projects with necessary infrastructure.
4. Expansion and ensurance of replacement of the mineral raw material base.
5. Ensurance of the field with qualified labour resources, including technical secondary link.
6. Assistance in promotion of raw materials and metallurgical products at the domestic market.
7. Abatement of harmful impact of the field enterprises on the environment.
All of these arrangements will become the foundation for the new achievements in the sphere of the quality management at the enterprises of the mining and metallurgical industry, within the framework of purposes, which are targeted before the country by the leaders of Kazakhstan.
