Majilis of RoK Parliament at the plenary session considered proposals of the conciliation commission to overcome differences between the Majilis and the Senate on the draft Law “On Introduction of Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on issues related to further improvement of the state administration system”,  Zakon.kz reports.

“On October, 31 the meeting of the conciliation commission created between the Majilis and the Senate of the Parliament was held, upon which a decision was made to exclude from the draft bill the addition introduced by the Senate,” – Mr. Ramazan Sarpekov, the Deputy, said in his report.

As previously reported, the Senate proposed an amendment to Article 484 of the new Criminal Procedure Code, which provides for a limitation on the review by supervision, of valid court decisions and judgments regarding criminal misconduct. Majilismen decided that this rule affects the constitutional rights of citizens to judicial protection. Therefore a conciliation commission was created.

After discussion, the deputies of the Majilis decided to accept the proposal of the conciliation commission. Now this proposal will be considered by the Senate.

The bill aims to transfer the functions and powers of the abolished Agency for Combating Economic and Corruption Crimes in respect of prevention, detection, suppression and investigation of corruption crimes and offenses to the newly formed Agency for Civil Service Affairs and Fighting Corruption, as well as to transfer functions and powers related to the prevention, detection, suppression and investigation of economic and financial crimes and offenses to the RoK Ministry of Finance.

During the work on the bill, the Majilismen made proposals aimed at improving individual norms and some editorial amendments.

It was earlier reported that a conciliation commission was going to be created in respect of a bill concerning the improvement of the state administration system.
