– According to the Order on 2 April moratorium will be announced for conduction of inspection of SMEs until 1 January 2015. I instructed the government to take a number of certain measures for purposes of further improvement of conditions for carrying on business by Kazakhstan people, the Head of the government said.  

– Scheduled audits will be cancelled. State bodies and the president’s administration will elaborate a system of audit determination as per the world standards. According to this system, starting from 1 January 2015 only entrepreneurs with high probability of violations of legislation will be subject to inspection. Should an entrepreneur meets all the requirements of the law, inspectors shall not come to him, the President of Kazakhstan said. 

The head of the government informed of the oncoming principle revision of the form of audits conduction. As a result, total number of requirements to entrepreneurs has been reduced by 30 per cents. To implement this, the government needs to revise all the regulations of audits conduction.  

The president of Kazakhstan said that on 1 January 2015 the procedure of SMEs liquidation will be will be simplified. About one third of all the audits in the country is connected with this procedure.  

The head of the government also noticed, that General Prosecutor’s office will provide the National chamber of entrepreneurs with the excess to information on audits with respect to business.   

– This will increase transparency of the work conducted by inspecting bodies and ensure efficiency of public monitoring, Nursultan Nazarbayev said.    

Automation of permits issuance will be completed. Not less than 140 of these types will be transferred to another form. Besides, procedures of regulation in the area of construction will be simplified. 

– I instructed the government to reduce procedures of granting land plots and change of its purpose by 50 percents, as well as issuance of permits for construction and connection to utilities. Starting from 1 January 2015, the period of land plot registration shall be 30 дней, the Head of the government said. 

The acts of state bodies which are not efficient will be cancelled, and internal procedures of central of local executive bodies on provision of services to people will also be revised.   

– Complete revision of the related legislation will have been revised by 1 June of the current year by the Government in coordination with the National Chamber. To carry on business under convenient conditions, a draft Entrepreneurial Code should consolidate all the norms on state regulation of entrepreneurial activities. A concept of regulatory effect adopted in OECD countries will be codified. In Kazakhstan, a new institute of business-ombudsmen will be introduced. Its main task is protection of entrepreneur rights, the president of Kazakhstan said. 

The head of the Government said that the said measures will require legislative changes. 

– The government shall have introduced a draft law on issues concerning permission and notification by 1 April 2014. The draft law on principal improvement of conditions for business activities shall have been introduced by 1 September 2014 and the draft law on issues concerning self-control of entities – by 1 January 2015, N. Nazarbayev said.   

The president said in the conclusion that, development of business activities is one of the key tasks of Strategy-2050. 

– Implementation of my instruction will ensure principle improvement of all the conditions for development of business activity in Kazakhstan. This is the real support to each citizen of Kazakhstan who carries on business. Care after continuous improvement of conditions for entrepreneurs will always be in the focus of the attention of the state. This is one more step on the way of joining Kazakhstan to a number of 30 countries which are considered to be the most developed. I believe that this measure and funding by the government to develop business activity will spur our economy, increase a number of working places and increase Kazakhstan human wellbeing, the Head of the government noted.
