We provide for the application of international principles and audit requirements of the Lima Declaration and international standards of the audit, Chairman of the Majilis Committee for Finance and Budget, Gulzhana Karagusova said. According to the bill, the subjects of external public audit and financial control will be the Audit Committee and the counting commission.
The subjects of internal public audit and financial control will be the authorized agency on the internal audit, the internal audit agencies of central government bodies, administration of akim of regions, of a city of republican status, capital, as well as the internal audit departments of central government bodies.

The chairman of the House Committee on Ecology and Nature Alexander Milutin explained, amendments provide for introduction of competitive bidding for determination of potential subsoil user. It is intended to introduce the principle of “who comes first – that receives first” within the framework of the institution of direct talks on granting the right for subsoil use, and determination of the procedure for extension of contract territory.
These innovations include determination of deadlines for the subsoil users to eliminate violations revealed; establishing the competence of the Ministry of Oil and Gas of the Republic of Kazakhstan on the compilation of protocols and (or) consideration and imposition of administrative penalties in the mineral resources field.
