According to data provided by the Minister of Justice, Berik Imashev, this year one provided for development of about 53 bills. However, as a result of the amendments made ​​during the year only 43 bill will be discussed. 3 of them were signed by the head of state and 32 amendments we submitted to the Majilis for consideration. In particular, the President signed the Law “On Public Service”, “On amendments to the Budget Code of the Republic of Kazakhstan to provide local executive bodies with the necessary staff and budgets”, with the introduction in 2014 of a new mechanism for the formation of local budgets”, as well as legislation on “development of local government, including the election of rural akims.” The remaining eight bills presented by the Government before the end of the year will be submitted for consideration to the Parliamentary Commission.

In general, as the head of the Ministry of Justice noted, the bill was implemented in full, although due to objective reasons one could not avoid exclusion of certain bills of the plan. Their consideration was postponed.  

This year, public authorities developed 17 unplanned bills, 13 of which – legal support of the state policy of socio- economic modernization determined by the President of the country. The remaining 4 of the bill are provisions arising from the activities of the Government.

Berik Imashev noted the trend of increasing bills elaborated by deputies of the Parliament. In the current year, the deputies initiated 21 bills that is almost 2 times higher than in previous years. For example, in 2011 there were 11 bills, in 2012 – 12. Over the year, the total number of bills elaborated has comprised 81. This number exceeds the previous year by almost 70 %.

Given the growing dynamics of lawmaking in the country, the head of the Ministry of Justice appealed to the Prime Minister requesting focus to the quality of developed and pending bills of Parliament, including through enhanced forecasting and analysis of government agencies ….
