President of the Chamber N.Nigmatulin stressed that in the coming 2014 the priority of the deputies of the Majilis is legislative support implementation of the Strategy of the President “Kazakhstan -2050”. Speaking about the work undertaken by mazhilismen from beginning of the third session of the Parliament of the 5th convocation, he said that 16 plenary meetings were held, which reviewed, approved and sent to the Senate 41 bill, 20 of them – on the ratification of international treaties and agreements with other Kazakhstan States and international organizations. Within four months of the third session, the Head of State signed 19 laws. But in general, from the beginning of the work of Majilis of the current convocation in January 2012, Majilis deputies approved 175 bills, of 153 which have already been signed by the President and became the applicable law.

Moreover, activity of deputies in terms of legislative initiative is high. In the current year increased the number of bills developed by the Chamber of Deputies. Mazhilismen initiated 21 bills. It is almost two times higher than in previous years.

I remember the heated debates that have been the reason for journalistic reportage and sharp publications. First of all deputies had a lot of work when considering a new three-year budget.

This year, deputies radically changed approaches when considering the main financial document of the country – the principles on efficiency and effectiveness of budget expenditures were a priority. Adoption of the document in the Majilis was preceded by intensive work within two months accompanied by a careful consideration of each of the budget request. As a result, the draft triennial budget was seriously modified by deputies. The package of financial instruments was developed by the Government and included in the Majilis includes the draft budget for the next three years, a draft law on amendments to some legislative acts on taxation. This bill is to increase tax rates on housing and transportation, and has caused the public and the deputies a negative reaction, primarily because it did not provide a differentiated approach. And the result is that an increase in tax rates would affect not the super-rich people, but, above all, the representatives of the middle classes, who support the stability of society. In this regard, the Government reminded the deputies that the Head of State in 2008 in his annual address said that the one who has, for example, expensive homes, has to pay the corresponding taxes. Considering the order of the head of state, deputies revised regulations on taxes on housing and transportation.

N. Nigmatullin congratulated his colleagues with a Happy New Year and noted that he expects to perform a large amount of legislative work on the implementation of the Presidential Strategy “Kazakhstan- 2050”. Following the agenda, Majilis approved ratification of the Protocol on the placement of military facilities on the territory of the ODKB member states. According to the document, as it was noted by co- member of the Majilis Committee on Foreign Affairs, Defence and Security, Bahytzhan Yertayev, members of the Collective Security Treaty took a decision on the placing on their territories of military force and military infrastructure of States that are not members of the ODKB. Such actions are performed after emergency consultations (approval) to other Member States and in the absence of a formal objection.

At the plenary meeting, the House approved a bill on ratification of the Agreement on the organization of action duty on air defense forces of the CIS countries in obtaining information about the seizure (theft) of the aircraft.

– Cooperation of the Parties is performed in accordance with the Regulations on the rescue operations which are an integral part of this Agreement, – a member of the Majilis Committee on Foreign Affairs, Defence and Security, Abay Tasbulatov explained in his speech at the plenary session of the Chamber. – In order to improve the interaction between the Coordination Committee for air defense of the Council of Defence Ministers of CIS member states joint training on activities of duty air defense forces of the united air defense system of states – participants of the CIS are developed and conducted annually.

Yesterday, the deputies approved the second reading of the draft law “On Road Traffic” with accompanying amendments. One held forty meetings by the member of the Majilis Committee on Legislation and Legal Reform, Ramazan Sarpekov with working group with representatives of ministries and departments, as well as non-governmental organizations. In general, the bill aims to improve the efficiency of traffic, improving the state system of traffic process control.

“The bill is aimed at improving the efficiency of traffic management, improvement of the state system of control of traffic management process, a clear definition of competence of concerned government agencies in ensuring road safety through the introduction of the definition of sustainable and intelligent transport systems,” R. Sarpekov said

According to him, in the case of adoption of the bill one will get the possibility to regulate such problematic issues as ensuring efficient and safe operation of road transport complex , protect the interests of citizens and the state in traffic, determine the basis and principles of authority. As well as the rights and obligations of road users who have been previously regulated by a regulation level, and raise them to the level of law. Deputies also suggested that the rules relating to road safety audit, as the bill provides for the competence of the Internal Affairs Authorities in consultation of design and technical documentation for the design, construction, repair, maintenance and operation of roads.

One introduced a new article defining the competence of the military police of the Ministry of Defence and National Security Committee. In addition, it is proposed to exempt the vehicle used for the carriage of passengers with the age which does not exceed four years, including the manufacturing year, and those having, in addition to the driver, not more than eight seats, and thus not used in business activities in the field of road transport, from compulsory technical inspection. Also, the bill set a specific list of reasons for which the operator of inspection may refuse to conduct mandatory inspection. In addition, deputies proposed to replace the suspension of driving privileges for a fine of 30 MCI for speeding of 40 miles per hour.

Majilis at the plenary session approved legislative amendments concerning the further development of second-tier banks to restructure. Innovations relate to joint-stock companies and securities market. This is due to the need to consolidate the financial sector, optimization of state participation in banks, in respect of which restructuring and reducing related additional costs was carried out.

The plenary session was completed traditionally – deputies announced their parliamentary inquiries, latest in the current year. The next plenary meeting will be held on January 8 next year.
