2013 was the first year of Kazakhstan -2050 – the long-term strategy of the President Nursultan Nazarbayev. During the year, within the framework of implementing the strategic objectives set by the Head of State, senators discussed and adopted more than ninety laws. In particular, the documents adopted by the Parliament were aimed at the implementation of the program of industrial -innovative development, business support, development of renewable energy, improvement of state planning and social security, counter-terrorism. A separate set of laws is aimed at organizing and conducting EXPO 2017 – the international specialized exhibition in Astana, the press service of the Senate informs.

Having noted the contribution of the parliamentarians in achieving success in our country this year, K.Tokayev focused on the challenges faced by the deputies in the next year. This, in particular, comes to priorities identified by the President during the presentation of the Industrialization Map projects, the development of small and medium-sized businesses, improvement of the legal framework of private property.

“The President drew attention to the need for timely revision of laws and regulations to identify those impeding economic development. I want to note that the tasks designated by the President have a direct bearing on us. I am confident that together we will achieve the goals set for us by the Head of State,” – K.Tokayev said.

During the session of the House, the Senators adopted the Law on Amendments and Additions to the legislation on public procurement. The document eliminates the hidden monopoly of legal entities with state participation in the procurement of their goods, work and services without the use of the Law “On Public Procurement” and provides for creation of a unified information system of prices for goods, work and services. The Act also aims to bring the legislation in this area in accordance with the Agreement on Government Procurement concluded within the framework of forming the legal basis of the Common Economic Space of Belarus, Kazakhstan and Russia regarding the introduction of the national treatment for all member states of the Agreement – till 1 January 2014.

The Chamber passed amendments to the legislation on combating financial pyramids. The document is aimed at establishing a legal framework and updating legislation to enhance the level of protection of the rights and legitimate interests of citizens, public order against unlawful acts relating to the activities of financial pyramids.

 

Senators adopted the Law on introducing Amendments and Additions to the legislation on architectural, urban planning and construction . The document was developed in order to ensure legal basis for further improvement and development of this sector.

The House also adopted amendments to the legislation on agriculture. The document was developed on the initiative of deputies of the Senate and the Majilis of the Parliament and aims to increase the availability of goods, works and services for the  agricultural entities.

The deputies ratified the Agreement on the establishment, operation and development of an integrated information system of foreign and mutual trade of the Customs Union and the Agreement on the application of information technologies in the exchange of electronic documents in foreign and mutual trade within the Customs Union. Furthermore, the House adopted the Law on Ratification of the Agreement between the Governments of Kazakhstan and Kyrgyzstan on construction of a school in the Kyrgyz Republic and the Protocol amending the Agreement. The ratification of the mentioned documents involves the construction of a 500-seat school in Bishkek and a 500 seats school in the city of Osh, as well as landscaping of the adjacent territory.

 

Also at the meeting of the Senate, on the proposal of the Head of State the Supreme Court judges were relieved of their duties in connection with the retirement: Gulnara Ryspekova, Raushan Nurtai and Anatoly Linnik. And today the senators elected the following persons as judges of the Supreme Court: Amangeldi Sarsenbayev, Irina Kalashnikova, Elena Akmoldaeva, Margarita Odintsova, Laura Agybaeva. The newly elected judges made the oath. Under the Constitution, judges of the Supreme court are elected by the Senate on the proposal of the President, based on the recommendation of the Supreme Judicial Council of the Republic.

During the meeting, senators heard parliamentary inquiries of the senators Mukhtar Altynbayev, Sergei Gromov, Zhumabek Turegeldinov.
