The purpose of the bill is to improve the legislative base of the RK in the area of pension welfare and obligatory pension charges.

The RoK Bill “On amendments to certain legislative acts of the RoK on matters concerning social welfare was considered by the Senate of the RoK Parliament”.
The bill was elaborated under instructions of the RoK President presented in the Appeal to the Nation of the RoK dated 7 June 2013 on further development of the pension welfare development and Concept of the new budget policies of the RoK.
The purpose of the bill is to improve the legislative base of the RK in the area of pension welfare and obligatory pension charges.
The document will amend the number of the legislative acts
The funding of the obligatory pension charged is provided for by to the working women on the caring after a child until he is 1 year old. At that 10 % of pension charges of this category of people, 4 % will be ensured thanks to the social payments of the obligatory social insurance, and 6 % – from the budget funds.
The bill has improved the norms on determination of the minimum size of the item of social charges assessment according to the purpose of the social payment in case of loss of the work.
To ensure social protection of the Kazakhstan citizens, living in Baykonyr, the bill provides for the norm on the determination of the social payment in case of loss of income because of the maternity and in case of adoption on the basis of the sheet of temporary incapacity for work issued by the federal organization of the Russian Federation.
To stimulate employers to improve the work conditions, the norm was approved where: if an employer excludes harmful(especially harmful) works conditions at the plant, which must obligatory be confirmed by the results of certification of production facilitates, then the employer should not perform payment of obligatory professional pension charges.
The bill suggests the clarification norms on performance of the activities of managers of investment portfolio.
The bill also was amended with respect to:
– establishment of the competence of the RoK Government to approve and competence of the authorized body to elaborate of subordinate acts in order to implement the proposed norms;
– authorization of the State Center for the right on pensions payment to return amounts of social charges and penalty to agents due to the incorrect details of participants of the social insurance (fine);
– regulating the procedure of the voluntary liquidation of accumulative pension fund.
The bill was transferred for consideration of the Panel.
