Astana. December 9. Kazakhstan Today – Today in Astana, at a press briefing central communications services under the President of RK, Legal Director of JSC “NC ” Astana EXPO-2017″, Maya Egimbayeva told about the law on EXPO and introduced amendments to the legislative acts, Kazakhstan Today reports.
“Law on EXPO provides for the amendments to 8 legislative acts, including two codes, the Budget and Tax M. Egimbayeva said.
In particular, in order to fulfill the commitments made in the framework of the competition among the candidate countries to hold EXPO 2017, EXPO law contains amendments to the Tax Code, providing for exemption of the National Company “Astana EXPO -2017” from corporate income tax, land tax and the establishment of a reduced rate of property tax in the amount of 0.1% to the tax base, as informed by STSK.
In addition, one provides for exemption from CIT of organizations engaged in the design and construction of the EXPO 2017. The list of such companies will be determined by a separate decision of the Government.
The Budget Code is amended, providing for the rapid financing of national companies from the state budget as a target contribution.
The Law “On Migration” is amended regarding the possibility of creating a simplified visa procedures for individuals arriving in the organization and holding EXPO 2017. This simplified procedure will be adopted by the Government.
In the law “On architectural, urban planning and construction” is amended, allowing concurrent development project and project (project estimates) documentation of objects of EXPO -2017, as well as providing that the objects of the exhibition shall be examined by market participants of expert works.
The law “On regulation of commercial activities” is amended by the rules on the legal status of national companies (its functions and powers are fixed), the concept of “international specialized exhibition”, “international exhibition of objects”, “party of the international exhibition” are introduced.
In the law “On technical regulation” is amended and creates simplified conditions for the use within the organization and exhibition of foreign certificates in respect of goods, works and services, as well as the use of international standards in the design and construction of EXPO 2017.
In order to introduce a simplified procedure for obtaining the status of participant SEZ “Astana-new city” within the territory of the EXPO, amendments are introduced to the law “On special economic zones” for organizations engaged in the construction of the exhibition objects.
To simplify the procedure for attracting foreign professionals who have extensive experience in design and construction of a world scale with elements of new and renewable energy technologies, amendments are introduced to the Law “On Employment” enabling to attract such specialists without quotas and permits.”
Holding such a big event as the Expo will be an additional incentive for economic and infrastructural development of both the capital and the Republic of Kazakhstan as a whole”, M. Egimbayeva said.
In her opinion, the adoption of this document allows you to create the necessary legal framework for the timely construction of facilities and infrastructure of EXPO 2017, and also to solve the procedural and organizational issues related to the Expo 2017.
In conclusion, M. Egimbayeva noted that the law will come into force at the expiration of 10 days after its official publication.

The senate committee has considered amendments to the law on social welfare
