Majilis has approved in the first reading the bill. As a mjiliswoman Aigul Solovyeva said, we have a clear situation with legal entities and many issuas arises in respect of individuals.

Aigul Solovyeva said:

– When do u plan to elaborate the bill, which would clearly identify, who is a bankrupt as an individual? It often happens that a person procure a loan with the bank and may die or become ill. When will this law be adopted? What is your opinion?

The Chief Financial Specialist of the country believes that these issues require a serious preparation. Currently, we are studying an international experience. 

Bakhyt Sultanov, vice prime minister, minister of the RoK finances:

– This is fine point. To introduce the definition “bankruptcy of individuals”, we must have a clear balance of income and expenses.

The government will pay pension charges for women being in on maternity leave. 

The deputies have also approved amendments to the draft law on social welfare. According to the document, the obligatory pension charges will be subsidized starting from the next year for working women during the period of their being on maternity leave. 6 % of 10 % will be paid from the budget, and the remaining 4 – by the fund of insurance. По сло­вам раз­ра­бот­чи­ков по­пра­вок, не ра­бо­та­ю­щие жен­щи­ны та­к­же не оста­ют­ся без вни­ма­ния. 

Tamara Dutsyenova, the minister of labour and social welfare:

– The women who do not work will not be asked to ensure pension. If they have 3 children, they are given 12 years of working period. For these 12 years they can receive pension payment from the state budget.   If they have 8 years of working period before maternity and after they will be paid pension on the basis of full working period.   

A deputy asked for increase in payment of benefit for a child

Tursunbek Umurzakov asked for increase in payment of benefit paid as lamp sum on the child birth.  He asked for it the government head. Majilismen gave some examples for comparison. In a number of countries , including foreign these payments exceed the Kazakh payments 10 fold.
