Deputies of the Senate (Upper Chamber) during the plenary session “On introduction of amendments to certain legislative acts of the RoK” concerning EXPO-2017 in Astana” in the second reading, as informed by the correspondent Novosty-Kazakhstan IA.
Adoption of this document gives opportunity to create necessary legislative base for modern building and construction of infrastructure of EXPO-2017, and solve procedure and organizational question connected with holding the exhibition as it was said by Yerbolat Dossayev.
The law will introduce amendments to 8 legislative acts, including two codes budget and tax.
The budget code will be amended in order one could perform prompt financing of the national company, Astana EXPO 2017.
The amendment would let us make a purpose contribution from the budget to the specially created non-commercial organization in the form of fund and then 100% from the find to the national company.
“This norm is auxiliary, since the project of the republican budget for 2014-2016 provides for the financing of the national company in the form of increase of the chartered capital and stage task, Dossayev said.
Besides, the tax code is amended with respect to exemption of the national company from payment of corporate income tax, land tax, property tax. Technical dossier provides for a provision, that the construction of the objects of EXPO-2017 will be exempt from CIT payment, taxes on property and land. Organizations engaged in construction and building of EXPO-2107 will also be exempt from CIT. The list of such companies will also be determined by the government.
Law “On employment of Citizens” is amended by the provision with respect to attraction of individuals working in organizations, carrying out activities on organization and holding international specialized exhibition and who is participators of the exhibition without quota for the attraction of the foreign work force.
This amendment will be introduced to attract foreign specialists as Dossayev said.
The Law “On architectural, city planning and construction activities” will be amended by norms enabling to complete the works in good time on projecting and construction of objects of exhibition.
“To implement this, it is proposed that the national company should be authorized to independently issue architectural planning building on objects of exhibition with the EXPO territories”, – the Minister said. As he says the law provides for a norm as per which the non- state expertise will be held on the exhibition objects.
The law on “Regulation of the trading activities” will be amended with respect to the legal status of the national company.
The law”On technical regulations” is proposed amendments enabling to use international standards, in particular when projecting.
The law “On Special Economic Zones” will be introduced for purposes of timely fulfillment of obligations specified in the application file.
It is proposed that the simplified procedure of receiving the status of a member of SEZ “Astana –New City” should be introduced.
The Law on “Migration of people” will be amended by the norm enabling the government to determine the special procedure of entering and registration of certain categories of immigrants arriving under the organization and holding of the specialized international exhibition.
