This is one of the most resonant projects in the portfolio of the current meeting. The Chairman of the Majilis, Nurlan Nigmatullin noticed that public procurements have always entailed many questions. This document must be scrutinized, in order nobody could have a possibility to “Line his/her pockets”.

This serves as the support for the domestic manufacturers . However the following situation was taken as an example by Nurlan Nigmatullin: 

-All the state bodies including KHOZU of the Parliament buy the new cars. We buy them from the domestic manufacturer in Ust-Kamenogorsk. Suddenly, without any reason the price on the same transport vehicle increases by 4 million.   It automatically becomes noncompetitive, since the car of the same class such as Toyota Camry made in Russia, a member state of the CU, is 20 000 US Dollars cheaper. What should the state body do? From one hand the norm of the law you want to adopt exists, from other hand the state bodies will be enforced to efficiently use the budget funds. Where is the logic here? There are a lot of the similar examples. Therefore, each line of the draft law must be scrutinized. The most important criteria is the efficiency of the budget funds use. 

He also focused on the task that when conducting the second reading, the work on the draft law improvement must be increased. 

“The drafty law must be elaborated with a god quality and be transparent”, Nurlan Nigmatullin said.
