Astana, 16 October. Majilis adopted for consideration three draft codes: Criminal, Criminal Procedure and the Penal code, Kazakhstan Today Information Agency reports. 

As the Majilis press service informs, the conceptual trends of the penal policy implemented by the draft Criminal Code, on the one hand, are expanding the tolerant approach in respect of offenses committed for the first time or by socially vulnerable persons, while on the other hand tighten the response to serious crimes, manifestations of recidivism, organized crime and obstruction of justice. 

The draft Criminal Procedural code was sent for modernization of the criminal court procedure, the press service informs. 

It is aimed at improving efficiency of the execution of justice, strengthening guarantees of respect for and protection of the constitutional rights of humans and citizens, bringing into line with international standards. 

“Adoption of the draft Penal Code will create conditions for a broader application of criminal law measures that are not related to isolation from society, social adaptation and rehabilitation of convicted persons and those exempt from punishment, reduce penitentiary and post-penitentiary recidivism” , – the press service informs. It is noted that the document will form the mechanism for public participation in the educational process conducted with the prisoners.
